One explicity specifies that the Oath of Office is legally binding and willful or negligent violation of same is impeachable.

The other defines state inhabitancy.

Drafting was the fun part. Finding a General Assembly member with the guts to sponsor it is another matter.

That's why we need Initiative, Referendum and Recall in the First State.
